Unable to set up the default configuration. AMQ4203 1

I am trying to load MQ5.2 on a WIN2K Professional system and I get the following error when running the default configuration:
Unable to set up the default configuration. (AMQ4203)
Function MQDAIInitialise failed.

I have been able to install this on two other machines (same build) without any problems.
Has anyone seen his before, or does anyone know how to get this corrected?

Straight from the manuals.

AMQ4203 Unable to set up the default configuration.

Explanation: MQSeries was unable to set up the default configuration. This error may occur if MQSeries is busy with another operation.
User action: Retry the operation. If the problem persists, use the 'Details>>' and 'Print' buttons to record further details about the problem and contact your systems administrator.

Moreover it is just a default configuration that failed. Which does not mean MQseries was not installed properly. It was unable to create the default queue manager etc. You should be fine.
