Unable to send from Outlook

I am unable to send e-mail from Outlook 2002. If I reboot, I can send once or twice. After that, when I try to send, Outlook locks up and I have to close it with the task manager.

I would suspect a virus, but I have Norton Internet Security v16. Perhaps this is not sufficient and I should get NOD32?

Are you able to receive mail when you can't send?

Yes, I have no problem receiving mail.
