Unable to run setup.exe

I have installed GW6 on many systems here at work and the user that is having the problem has rights to install as well. There is a new image on his machine and neither him nor I can run the setup for GW. The process says it is running but nothing happens. I've logged on as myself and still cannot run it. Running any other setup for other apps will run ok. Going to another machine that doesn't have this image on it the GW setup runs fine. Is there a registry permission or something that I could check to allow this to run?

Had a simmilar problem at a client site. Uninstall Windows messaging system, groupwise and run the cleaner. Then reinstall GroupWise.
