Unable to run plugins logged in as non-admin user

When we are logged into our Windows 2000 pro workstation, we are unable to access web sites which require a bunch of plugins. When we login as an administrator or equivalent, the plugins work fine.
Also, when we are logged in as a regular user (not power users), we try to access the "search for files and folders" prog and as soon as we begin a search, we receive a "explorer.exe" error and the search box disappears.

Any ideas would be greatly appreciated.
