Unable to Restrict using NCOS

System is Release 5.0. Unsure if restrcitions were working earlier.
NCOS restrictions are Not functioning for any of the phones.
All phones are ABLE to dial all numbers.
There is no SPN/NPA config. All are configured as TSC - Trunk Steering Codes.

The CLS of the phone has TGAR 1, CLS TLD.
And RDB has no TARG.
NCOS FRL Mapping is correct in NCTL tables and ESN tables.
NFCR is enabled in FCR datablock.

Dev trace of the call below. COS_ORIG UNR . Orignating COS comes up as UNR, eventhough the phone's CLS is having TLD. Cycled through TLD,CTD,FRE,FR1,FR2. But no effect. Any idea on this.

For BARS to allow a call, the phone's NCOS must meet or exceed the FRL of the Route List Entry.

BARS, NCOS, FRL etc, do not apply if the person dials the Route Access Code.

Site is using NARS through cdp/tsc.
And NCOS exceeds the RLI's FRL entry. And they do not dial the ac's or acod's.

Wondering if we change FRL higher than the NCOS, that would block all calls ? And not follow FCR tree ?
So it is recommended for the NCOS to exceed RLI FRL ?

In my System i am Having FRL in RLI as 0 , Its working fine.. Just try to change this and try.

Try making outgoing calls with out CDP, ie. Just dial the Route Access code and then mobile no, check its working or not.

For NARS/BARS to allow a call, the phone's NCOS must meet or exceed the FRL of the Route List Entry.

For NARS/BARS to block a call, the phone's NCOS must be less than the FRL of the Route List Entry.
