Unable to resize Microsoft Web Browser Control

I have a microsoft web browser active X control on a form. It's working correctly however I cannot resize it in design view. I can resize the object, however when I go into form view, it's back to the original size. When I go back to design view, I can see the larger size of the object. I don't understand why form view will not show a larger object.
