Unable to resend appointments made from another calendar

When I am work in MultiUser calendars I have this problem. I have proxy access to three calendars. Unless I make and send appointments only to myself, I cannot resend them for reschedling if needed. For example if I set an appointment in Joe's calendar from Tom's calendar, the resend is not avaialable in the drop down. If I send an appoinment from my calender to Tom or Joe, they cannot resend it. So to change an appointment I delete and reenter on the new time. Is this a built in design. Or is it a problem in our system.

It is part of your setup. Make sure that the Proxy for each user has both Read and Write selected for Appointments.
I have that here and I can resend all the time.
