Unable to remotely telnet to a cisco switch

Hello all,
I have a stack of cisco switches (c2924xl) connected to each other using port groups. I am unable to telnet to one of these switches (which is switch 2) remotely, I can only access it from switch 1. the config on switch 2 is Ok, it has the right gateway , everything...

did you set a password?
it wont let you in if you dont have a password set on switch

what about an access list blocking the connections?
