Unable to recertify user id

I'm trying to change the context of a user from /CS to /MI. When I go to recertify the user id, i get the below error message:

Error Updating Certifier ID

The public key that is being used does not match the one that was certified. Do you wish to continue without updating the Certifier ID?

If I click yes, the context is changed to MI but the user id is not updated. When I send a email to the user, it is username/MI. However, when the user replied me, it is returned as username/CS.

If I click no, I cannot proceed with the recertification. Anyone of you out there have the slightest clue to fix this error? Thanks in advance.
 
Are you sure you're using the right certifier ID ? Maybe you need a new one.

I have been using this certifier ID along. Even though I have the same error message when creating a new email account, everything works fine. It is this recertification part that I am unable to get it to work.
 
In Notes Admin goto Administration Preferences. Check that the path to the Certifier ID is pointing to the folder that you expected. It may be that you have always had more than one Certifier ID on the server without realizing?
