unable to receive email: error 554

I've took over this exchange box and something is not right. Several users are able to email in and out, but anything that we've created recent, we can send but we cannot receive. I've checked the MX records worked with our locak ISP. nothing that they will block anything. I've checked blacklist and antivirus. Nothing there. Creating users are correct and I see no other problem.

Any help would be greatly appreciated.

Forgot to mentioned, internally everything works fine. Just someone sending from the outside emails are not delivered.

Are the user's email addresses in ADUC what you would expect them to be?
 
That is correct. All old email addresses and anything created recently are matching and are in the AD.

Anything in the event log?
Does a port 25 telnet session deliver?
What else have you tried?
Is firewall opened on port 25?
Is anonymous allowed on the connector?
 
Nothing in the event log. Outgoing emails work find and we have several that were setup before which do work as expected (sending and receiving) which is what puzzles me.
Not really possible for some email accounts to work and others not if port 25 was not correctly setup in the firewall.

Are you having public email delivered directly to Exchange or to your ISP and are then POPing them in?
