Unable to Read ODBC DSN from Registry

I have an application using an Access database on a Win 2000 machine. When I try to use the applicaiton, I receive an error saying "Unable to read ODBC DSN from Registry". When I log on as Administrator this error does not occur and the app works fine. It seems like some user permission issue. Can anyone help?
 

Was the DSN created as a USER DSN or SYSTEM DSN? A USER DSN is available only to the user or login that created it. The SYSTEM DSN is available to all users on the PC. Terry L. Broadbent

The DSN was created as a SYSTEM DSN. I was under the same impression that it should be available to all users, but I'm still having no luck.
