Unable to provide secondary dial tone at SCN sites B and C 1

If I enable the secondary dial tone for the PRI on site A I do get the second dial tone for site A just fine. However when site B or C tries to dial out using 9 vi LINE 17 & 28 they get a contagious second dial tone that does not stop until the complete number is dialed. At that point the call does go through and the dial tone stops.

I have disabled the secondary dial tone for all sites but after the users dial 9 they get dead air until they complete dialing their number then the call goes through.

I am sure I am missing something simple.

At site B and C, don't just have 9N just dial 9N on the SCN Line 17.
Create an ARS table, with Secondary Dial Tone
System Short Code entry 9N / Dial / N / ARS Table
In the ARS Table, N; / Dial / 9N / 17 to add back the 9 and send the call through the SCN line.
