Unable to program external auto dial on M7310

I have a MICS 7.1 and I cannot program the autodial on the phone. I only have 24 phones on this system. Has anyone seen this issue?

use feature *1 than press the button to be programmed. Enter the outside number (you may have to insert a 9 in front of the number for line pool access) and ok.
