Unable to pick up call on hold

Have 3 1140E's programmed on a cs1000 with 3 extensions if someone calls in on the prime DN then they can put them on hold and then pick them back up. But if someone calls in on one of the other lines you can put them on hold but you can not pick them back up. I have over 300 1140E's programmed on my system with no issues. Lost in the weeds.
 
Check for POA in the CLS. Sounds like privacy might be turned on, I don't have 1140's here so cannot test.
 
I seem to have fixed the issue i changed DDS to tandem digit display and then done a reboot on all 3 phones as of right now it is working properly. I have no idea why tandem digit display had anything to do with it but like i said it seems to be working.
 
I would also check for CLS XHA (exlusive hold allowed) on any of those phones, if so - change that to XHD.
