Unable to open registry key-Arcserve 2000

We are getting a warning message when we back up our servers stating the subject line. EC=No system resources. What would be causing this? I have all services running for Arcserve to run as the domain administrator. So I wouldn't think that it's a rights issue. Any feedback is welcome.
