Unable to open Pervasive Control Centre

Hello!
I am unable to open Pervasive Control Centre on my Windows 8.1 64BIT Laptop. The system returns a message pointing me to the attached file. This is greek to me and am unable to see what the real problem is with my Pervasive installation. This is Pervasive.SQL 10.01 WGE. This problem prevents me from accessing my databases through Control Centre.

Please assist with a solution.

You can try running
Code:
PCC -CLEAN
from a command line.
If that doesn't help, try deleting the PCC workspace (it will get automatically recreated). To delete the workspace, delete the folder: "C:\ProgramData\Pervasive Software\PSQL\rcp\workspace-pcc", and then re-try PCC.

The problem is the Oracle 1.7 JVM.

If that doesn't help, you might try updating to 10.3x.

I tried the first two options but still didn't get help. Running PCC -CLEAN code returned the same error - i.e. pointing me to the logfile whereas I am unable to located the Workspace-pcc folder.

Can you send me a link to 10.3X upgrade?
