Unable to open new window in MS IE 6

Hopefully this will make sense...

I recently formatted a machine, installed XP SP1, then SP2. I am now having a problem where I am unable to open any link that would open in a new browser.

I click on the link, it opens the new browser, and closes the initial window... What causes this?? How do I fix it??

Any other time I would suspect adware/spyware,however, I would be surprised by this after a fresh install.

Any help is appreciated. TY

Although I guss your case may be slightly different with it being a clean install, but there's still no harm in trying.

You can still pick things up with a clean install trust me. I Had a clean install the other day of windows 2000 pro on a computer that is behind a hardware firewall. I connected to the internet to put some things on there and within 5 minutes it had alexa on it. Easily removed but just goes to show you it doesnt take long even with a clean install to get something. The internet is a virus field especially with ie(no offense to anyone who uses it).
 
I have installed the MS AntiSpyWare BETA on the machine, it did not detect anything.

Could it be fixed by re-installing MS IE?
