Unable to open links in Outlook 2003

Cannot open any links in Outlook 2003. Upgrade to IE 7 and resetting security settings but still no luck.
 
Get error message: This operation has been cancelled due to due restrictions in effect on this computer" The user has local admin rights.
 
Are you running Sophos anti-virus?

I had similar problem with Sophos and IE8, Sophos have a patch if this is the problem.

That was my guess, but I wanted confirmation. Did you install (then remove) Google Chrome on this machine at some point?

The traditional answer to this problem is KB310049:
You receive an error message when you click a hyperlink in Outlook

Try it. However, if you have the chrome related condition, it might not work. The problem definately lies in the windows registry or file associations. I created a batch file in an attempt to fix and figure out the problem. It creates before & after snapshots of some settings in an attempt to narrow down exactly where the problem is, but noone has reported back anything interesting. Fairly reliable solutions involve installing another web browser and switching back and forth which one is the default. If you're interested, here's some reference information
