Unable to open empty file error

While attempting to open my Exchange System Management I get an error: Unable to open an empty file ...

I looked this up and all I can find is that I need to change a variable within the Advance tab in My Computer's properties. The funny thing is that when I open the property dialog and click on the tabs, they simply go away one by one.

So, how do I set this variable TEMP even when I cannot get to it through GUI?

NOTE: I have over 200GB on disk and 4GB RAM on this server ... Disk space or memory should not be the root cause of this problem.

While I was trying to access an exchange module, I figured the error was an OS error ... ??? Who knew ???
