Unable to open a second instance of an Access Project

I created an Access project connected to a database on SQL server 7 and placed it on our local server.
We used to be able to open more than one instance of the project. Now we can only open one at a time and the second person gets a blank screen.

When I try to open the second instance from design mode, I get the following message;
Run-Time error 70: Permission Denied.
I can open the tables from the second instance but not the forms.
Does anyone know or have any suggestion what may have changed?

You will need to put a copy on each desktop. An ADP is not multi-user.
