Unable to obtain IP address

I have a computer here that is unable to obtain an IP address. We get the usual 169...... address. I have tried to manually assign one on our network, but I still cannot get on the internet. It was hooked up directly to a cable modem at the customers site. I brought it here thinking it was possibly the network card. Changed the NIC and no luck still. I removed all networking components and reinstalled them. I have been hitting this issue on a regular basis. A reformat usually does the trick, but there has to be an easier way.

Any ideas would be appreciated.
