Unable to make outbound calls using CUCM

I am using CUCM with PSTN/E1.
I am able to receive calls (Inbound) but unable to make calls (Outbound), what can I do to resolve it?

When I receive calls:

What audible message do you get when trying to place an outbound call?

What do you expect?
You did not supply any called number in SETUP but send SETUP COMPLETE, i.e. "don't wait any more info from me".

Check this from your unsuccesful call:

Called Party Number i = 0x80
Plan:Unknown, Type:Unknown


Or you just deleted it for privacy reasons?

Checked your trace once more - opposite party complains about this element:
Display i = 'IT'

Check with the engineer from PSTN whether they can ignore not implemented IEs on their side.
 
What is your outbound dial peer configuration?

Pots dial peers absorb any matched digits by default e.g. if the pattern map is 1.... the 1 will be stripped.
could try adding no digit-strip to the dial peer so no digits are removed.

Voip dial peers don't strip digits.
