Is it really denying you access to the CMC? Or is it just that you don't see the options to activate licenses and whatnot once you get in?
In order to add and activate licenses, you need to be setup as an Administrator in the CMC... Just because you login as the Domain Administrator doesn't mean you'll automatically be given those permissions. Try logging in as the local Administrator to the Citrix Server and you should then be able to add licenses through the CMC AND you can add your Domain Administrator account as a CMC administrator....
