Unable to logon full LanPak user complement

A client has an ACCPAC installation with an 8-user Lanpak, and recently upgraded to 12 users by purchasing additional LanPaks. However, some times when 8 or so users are on, nobody else is able to logon to the server.

What would cause this scenario to occur?

You didn't say which database, but it sounds like a 10-user Pervasive installation. If so, you need to add some Pervasive licenses, too.
