i am unable to logon on the winnt server(pdc)
from a win98 client , but i can able to ping to
the server ip.
what will be the possible reason?

You should select LOGON TO DOMAIN in your 98 network settings.

Please check your network settings and make sure that you have selected to logon to a domain. You must add your domain name.

Also make sure your password is correct case, passwords on Windows NT are case sensitive, most of my users use CAD and leave the Caps Lock on when they log out of their systems (not restarting them) they get access denied when attempting to log in because they have caps lock on.

Just my 2 cents.......
