Unable to log in to Goldmine 6.5 or Goldmine crashes

I have a Windows 98 Workgroup with 20 Goldmine users logging into Goldmine 6.5 (Dbase) on a shared Folder.

We have just added a couple more users and we are now experiencing a problem where they are unable to all log in at the same time. When the last one tries to log in they get an error and some of the others get kicked out of Goldmine with the error below (or similar):

Operating system network error.

WE HAVE SUFFICIENT GOLDMINE LICENCES!!!

Has any one any ideas? Is it a Goldmine issue of a network one?
 
If you have insufficient licenses it usually tells you that when you log in

I think you are getting this error because your SERVER has insufficient licenses or insufficient ability to allow this many people to use it at the same time

Windows 98 is not a server operating system. With 20 people, you need to have win2k server or something similar, at least.
