Unable to lock record accross network 1

I have one user who is not able to open a networked ACCESS database. I created the access database in 2007. I placed it on a network drive and gave the four users a shortcut to it on their desktop. One particular user, unfortunately the boss, gets an error when connecting to it that says "unable to lock record" and then does not allow her to connect and use it through the network. I can create a copy of the database and place in on her desktop and it works fine, but not through the network. I have uninstalled and reinstalled Office XP and all updates. Can someone shed some light on the problem.
 
The database is in shared mode and so is the users access program. I can have many other users in it at the same time, just not this user. The only time she can get in it without the error is if no one else is in it.
 
The database maybe in shared mode, but if Access Opens it exclusive, that will give this error.

1) Makesure her network permissions are the same as the other users.
2) Then Double Check under the Access Tools>Options>Advanced (Open Options)that the 'Shared' box is checked.
or, use the find file to open, Then next to the Open Button, use the Drop Down Arrow to choose 'Open Shared'
3) If you are starting the application from a DeskTop Shortcut, make certain that the '/excl' option is not present.

Are all users running the same version of Access? That would also cause the DB to possibly open exclusive.

Thank you, the problems were her permissions. She did not have modify rights.
