Unable To load resource DLL

I am trying to create a ODBC link through SQL server but when I try and add a new one I get the following error message.

unable to load SQL ODBC driver resource dll. The application cannot continue.

If I try to install the ODBC driver again I get this error this message.

First

unable to load SQL ODBC driver resource dll. The application cannot continue.

then

CONFIGDRIVER: Unable to configure ODBC Driver SQL Server: Driver's ConfigDSN, ConfigDriver, or Configtranslator failed

then

ODBC's SQL ConfigDriver failed for driver SQL Server.
