Unable to install programs 1

Hi, I have a machine running W2k Pro SP4 and I am currently unable to install any software on it, all setup/install programs hang and don't do anything. I have run a full virus check with the latest definitions but have found no infections can anyone help me to sort this machine out as there is stuff I need to install, or do you think I need to rebuild the machine?

Have you tried to reinstall the Windows Installer 2.0 from MS?

Have attempted to reinstall it however I keep getting an error message saying service already exists, how can I get round this?

Appear to have found a problem with wupdater.exe this process hangs every time I shut down. I disabled the process and was able to install any program I wanted so it must have been causing problems somewhere.
