Unable to install packages with elevated priviles

I have run into an issue where all of the packages that I create and try to install through SMS 2003 are unable to install with evelvated privileges. As a result, the installations complete, but the programs have problems (missing components, bad links, etc). They are unusable. All of these packages use MSI files and are set to run under the user's permissions. The users are admins on their PCs and they also have read/execute access to the distibution point. I verified that running the same execution command from explorer that SMS uses works just fine. So it has to do with SMS. Here is a copy of a warning that shows up in the advertisement status each time a program installs. Clients are Windows XP machines.

Windows Installer per-user elevation of this program ("RTC0009D" - "Install") failed for advertisement "RTC20158". This program was started. Please check the status of this program to determine whether or not it was completed sucessfully
Possible causes: The version of Windows Installer on the computer is less than version 2.0, or the setup program does not support Windows Installer per-user elevated rights installations.
Possible solutions: Update the version of Windows Installer on the computer to version 2.0 or later, or contact the software vendor that supplied the install program to determine if a version of setup that supports per-user elevated rights is available.


When checking the install log on the client, here is the code that shows the failure to run in Admin context. The network install account is in our admins group and I verified it has full access to the install folder.

Any ideas about this? I am stumped!
 
I'm not sure how to do that. The program is set to "Run once for the computer" if that is what you are referring to.
