Unable to install new Internet Explorer

I'm trying to run system defragmenter but it says I need Internet explorer 5 or newer. I have Internet Explorer 5 but I went to download IE6 however it doesn't let me download. I think I have something stopping it from downloading can anyone help. I'm almost sure I have some kind of spyware or adware however ad-aware isn't detecting it and I can't seem to get any new updates for it.

have you tried running the defragmenter in safe mode?

You may also want to manually delete you TEMP directory. That has worked for me in the past.
