unable to instal msmq on server 2019 get sxs assembly missing

trying to install an application on virtual server 2019 DC

CBS logs show SXS assembly missing

DISM.exe /Online /Cleanup-image /Restorehealth completes
sfc /scannow finds corrupt files and says it repaired them
