Unable to initialize the cvs repository!!!

I have recently joined my first job. I have been given the task of implementing CVS on Windows NT.

I am very new to CVS. I found a step-by-step installation guide at I tried to install cvs server following those steps, but i am unable to create the repository, and am getting the error as repository cannot be initialized.

Could anyone please help me out??
