Unable to have isa except vpn connections

I cannot get my isa server to accept vpn connections. I have run the "allow vpn client connections" wizzard, but it doen't seem to create the static packet filters. I am using a win 2kpro machine to connect and it just keeps comming up with error 651. Any help would be great

Check your access policies, if u use AD authentication , check the dial - up tab for your useraccount , even if the rule was deleted this stil needs to be done ...
A bit more info would be usefull
