Unable to get Voicemail from Outside of company

For some reason one of our users is no longer able to get voicemail from outside the company. You dial our number and enter the extesion... password... yada yada and you get the error " This mailbox is not accessible from the outside location please contact your admin"

I cannot seem to find anything about this in Call Pilot or the BCM.

Any help would be great.

Turn on enable external initialization for that mailbox.
