Unable to get Queue Job E2103

Arcserve 2000 Advanced SP3

There are 3 recurring jobs in the queue. They run fine. If I do a special backup or restore job to run now, often it will immediately fail giving the E2103, EC=13 error. If I stop all the engines and restart I can resubmit the job and it will run.

Any ideas?
