Unable to get direct connections

I have this prob that is driving me up the wall. I am running WinMe with DSL, 2 NICs and I use internet connection sharing for my roomie. The connections and net work flawlessly and I can do almost anthing related to TCP/IP and the net. The problem is I cannot establish links to other users directly. Under MSN messenger, ICQ and that I cannot send files to others..although I can recieve them. Is it something to do with the virtual proxy that ICS ends up creating? Any known solution to these? I have tried changing the login proceduese of msn messenger and icq to proxy servers..with different configs but no luck. Is there a specific port I need to allow it to connect through or is there another answer? I am running norton2002, no firewalls software or hardware based. The prob was there before nav2002 was installed

Thanks for the help but I am totally versed on how to use the program..and like ICQ. It is the file sharing that comes with a problem..again I think it has something to do with the fact that I am using ICS as I never had this problem with a dial up modem. I have searched the microsoft knowledge base with no luck. Anyone else have suggestions?
