Unable to format ?

Formatted the hard drive on a panasonic toughbook to carry out a clean install,now when I try to load Win98 for example it is unable to configure drive for use ie formats to 30% and stops drive has errors etc.
However I am able to low-level format it with a bit of software from fijitsu.Any help to get this going would be appreciated as this laptop is my mother-in-laws.

Low level doesn't do the same thing. Suspect that the drive has become unusable.
You might be able to partition it in such a way that the bad spot is avoided, but that will require a software package like partition magic to make a section unavailable.
