Unable to find file specified using Cluster /REGEXT

I'm trying to register an extension dll with the cluster service but keep getting the error -

Code: 
System error 2 has occured (0x00000002)
The system cannot find the file specified.

This happens even if the complete path is specified, or the command is run from the windows\cluster folder where the particular dll is located.

Any ideas?!
