Unable to Export to PDF after install

I have created an install for my application in both Installshield Dev8 and INNO Install 5. I am using the MergeModules for InstallShield and am allowing export to PDF. The install done through the program installed with IS8 works correctly, however, the install done with INNO does not. I have converted the MSM to MSI files and am calling the MSI from within the INNO install. When I run the program after install and attempt to export to PDF or RTF I do not get the Save As dialog.

I have checked the ATL, Exportmodeller and CRTSLV dll's and all are available and registered, I have even manually unregistered and reregisted each.

Any ideas as to the problem and fix would be greately appreciated.

To export to PDF, the following files must exist in the following locations:
File Location
CRXF_PDF.DLL \Windows\Crystal
EXPORTMODELLER.DLL \Program Files\Seagate Software\Shared
CRTSLV.DLL \Program Files\Seagate Software\Shared
The latter two must be registered.
The first one must exist in order to get the PDF export option.
