Unable to download psdl to clock card

I have a CPPIV system using NTRB53 clock cards. We have replaced the card in trouble with two other Clock cards still will not accept new PSDL file. Clock in 0-0 is fine 0-1 is the problem. This is a FIJI system running release 6 patches are current. Any Ideas

Yes it will enable and swap But will not track
