Unable to download from FTP 1

I am unable to download anything at any time from an FTP site. On every attempt, from different sites, I get the "cannot find server" error page. I'm running WinXP and IE 6.0 on P4 1.5 Ghz with 512 Meg of RAM. I've tried using Star Downloader, to no avail. Never have a problem receiving e-mail or downloading from HTTP sites. My ISP tells me the problem is not at his end. There must be a way to enable FTP downloading, can someone help me out with this? Thanks in advance for your time.
 
Have you tried just using a browser? For instance typing syntax>>> ftp://username:password@ in the address bar of IE? Also, are you behind a proxy server or firewall? Try telnetting to port 21 (ftp port) of the ip address or hostname. If you can telnet into the ftp server but can't access via your browser, than the prob is w/ your broswer settings...you should still be able to access ftp through a 3rd party app. like Star Downloader though. I say try to telnet in. If you can do that, you know the prob is not w/ your ISP. Then start looking into your local configs and if you are blocking any ports or services.
 
Yup! I was behind a firewall that i thought had been disabled. thanks for pointing me in the right direction.
