I have checked all the settings did "winipcfg", ping meself and checked the "Winsock.dll" but nothing seems to solve the problem. Any other suggestions.

clear the temp files and cookies, clean up your netstack, and check for proxies. If all that fails, run the IE repair tool.

You said you can ping yourself, are you able to ping the web site you are trying to access?

Do you have the problem with all web pages or only certain ones, say for instance only secure web pages.

Also what sort of network are you on? For instance if you are on an ethernet network you can not have more than 100 feet cat 5 cable between your NIC card and the nearest connected router or repeater. This sitiuation would cause great signal degradation and I suppose you might be able to ping the site yet not be able to actually download the web page. Just a thought.
