unable to dial 1

Is it a 10 digit dial number or 11 digit long distance number?

9 is the destination code or the line pool access code, yes? Then you dial the number.
Are there any other destination codes programmed? No problems dialing any other area code?
I assume there are no restrictions on the lines.
It's after you dial the 4th digit (1973)that you get the reorder tone?
Look under system programming, features settings, dialing plan, Public network.
When it asks for the prefix, just hit Next and go to the default prefix. Press show. Tell me what it says there.
Header back to the default prefix, then hit Next until you see prefix 1. Show it. Tell me what it says there.
