When turning up a PRI with MCI Local, using a Merlin Magix system, you'll need to do the following to adapt to their switches to make outgoing calls, I found out the hard way -
First, be sure they're running "ATT CUSTOM" for 5ESS Protocol and not some slightly different version (they have a few sub options for "ATT CUSTOM". I've found MCI has little turn up experience with the Magix platform, and this is not known to them. (this is my personal opinion from the folks I've talked to there)
Check These Settings:
PRI > Outgoing Table > Special Services
Type Of Number (0-7): all must be set to NATIONAL - even if you intend on dialing International Numbers!
DeleteDigit (0-7): all must be set to 0.
Hopefully this problem I experienced will help someone else in my position resolve a problem. (IT but somehow supporting the company's pbx too)
