Unable to delete forms in EFORM REGISTRY system folder

I am unable to delete an organisational form. I try to use Exchange manager. When ever i try to delete the form (in Public folder => EFORM REGISTRY ), i get this error message:

The requested operation is forbidden
ID no: c1030af1
Exchange System manager

I am using Exchange 2000 with SP3 on windows 2k adv srv.

any help will be highly appriciated
