Unable to delete cookies???

I periodically delete the cookies stored in my Temporary Internet Files folder. There are three cookies that I can not get rid of. I am using IE4. I have tried to delete the cookies from my browser using the Internet Options dialog box. I have also tried going directly to the folder and deleting them. Neither method works. The Read Only attribute box is not checked for any of these files. What do I need to do to get rid of these cookies?
 
Note the names, go to Start>Shutdown>Restart in MS-DOS MODE.

Go to c:\windows\cookies>

and type del <filename>
you can also delete the index.dat file also.
