Unable to delegate Admin rights - account lockout

I want to enable desktop admin global security group to UNLOCK locked accounts.
I have followed the instructions in MS KB 294952, 315676, and 279723.
If I look at the effective permissions - that group has them, and yet, logged in as one of those users, the "user account is locked" is greyed out.
HELP
 
Reasonable question. However by complete luck, I stumbled across a thread in one of these groups that talked about people that are in the 'protected groups' (ie domain admins). It was one of those people I was using as my guinea pig. Once I picked a 'regular' user, locked their account, and had my desktop guy try it .. TADAH success.
Sure would be nice if they added that little detail in the MS documents.
