Unable to create log path/Server not Excahnge Server

I am trying to do a restore to another excahnge server that is a DC. Exchange 2000 installed with SP# and rollup. I am doing the restore from NTBackup and tape. The organization in excahnge is the same on both servers. The ip addresses and computernames are different. The AD domains are different. I can see the new DC and browse to the directory where excahnge is installed from my current excahnge server when I start the restore. I put in the server name and then the directory for logs and then I get Unable to create log file and then Server not an excahnge server. I have the db's in the new server unounted and ready to be overwritten. Any ideas what is happening?
