Unable to create dest msg - MS Outlook 2002

I'm using OL2002 and this error msg "Rules in error - Unable to create dest msg" prompted whenever launching the OL2002.

I have searched the MS KB and most of the search engine but found no solution. Most of the suggestion did not work. Fyi, I'm using MS Exchange 2003.

Pls help as our HOD is also having the same problem.
